Mesh picker groundwork `3360354a` (10 tests) remain isolated/unintegrated. They
do not enable live menus or complete backend/global search/paid delivery/folders.
Their end-of-backlog delivery order remains in force.
- Paid-file agent owns the next full isolated backend run, after VM shutdown and
explicit final input freeze. Never run unrestricted cargo tests on a live node.
