vitest toolConfirm/contextBroker/chatAiuiEmbed 40/40 green. STATE.md/ROADMAP.md/
REQUIREMENTS.md updated (9/15 plans, AIUI-01/AIUI-04 marked complete for this
plan's contribution). Next: wave 4 (13-10, then 13-11).
